Balancing report 2023/24



Together with the balancing entities AGCS and A&B, AGGM has published the Balancing Report for the gas year 2023/24 on its website (only German). The report provides a detailed analysis of balancing activities across Austria’s three market areas: East, Tyrol, and Vorarlberg, under the framework of the Austrian Gas Market Model Ordinance 2020 (GMMO-VO).

This marks the second year operating under the new balancing model introduced on 1 October 2022. The results show that the system continues to function reliably and contributes significantly to maintaining network stability.

Market development and consumption trends
The overall market volume and end customer demand continued to decline in 2023/24 across all market areas. (see example for the MA-East in the graphic below)
This development is mainly attributed to mild winter conditions, higher energy prices and an ongoing focus on energy efficiency and savings.
Notably, the ratio of transit flows to domestic consumption suggests Austria’s role is shifting from a transit corridor to a domestic gas market.



Balancing energy trends
In the Eastern market area, AGGM traded more balancing energy than in the previous year. Despite increased activity, this overdelivery by market participants did not negatively impact supply security.
Counterbalancing energy – where gas is bought and sold on the same day – occurred on only 17 days in the East and 8 days in Tyrol/Vorarlberg. These imbalances were primarily driven by balance groups without end customer portfolios.
 
Financial developments
Balancing energy prices continued to follow market-based pricing mechanisms linked to exchange prices. The net balancing costs remained moderate due to effective use of the network buffer and structured energy sourcing.
 
Conclusion
The balancing system is considered robust and effective. While the incentive mechanisms for intraday balancing generally worked, AGGM notes that groups without end consumer portfolios responded less consistently. AGGM recommends further monitoring and potential adjustments, considering the upcoming regulatory changes in 2025.
