The first half of the year is now behind us and what is probably the quietest time of the year lies ahead: the summer holidays. In addition to traffic jams and holiday stress, it's also an opportunity for many to catch up on the past few months, prepare things for autumn and recharge their batteries. Of course, things will be a little louder until the heated battle for the title of European football champion is decided.

Unfortunately, we are still not champions when it comes to security of supply in Austria. Although the storage facilities are more than well filled and there is also a legal basis for extending the strategic gas reserve, the outlook is still gloomy. A detailed analysis of the German gas storage levy can be found below.
 
After a cross-sectoral ÖNIP was presented for the first time at the end of last year, the joint scenarios of the European associations of gas transmission system operators and electricity transmission system operators (ENTSO-G and ENTSO-E) for the 10-year network infrastructure development plan (TYNDP) have now been published. This is also good news, as the energy transition can only succeed if we think and plan the goals together.
 
Another piece of good news is that the Hydrogen Promotion Act (German: Wasserstofffördergesetz - WFöG) now provides an instrument to support the production of green hydrogen. Unfortunately, as is so often the case, there is a small catch.

The incredible story of the gas storage levy
The German market area manager Trading Hub Europe (THE) has been collecting the gas storage levy from balancing group managers since 1 October 2022 on the basis of Section 35e of the German Energy Industry Act and the methodology approved by the Federal Network Agency for structuring the gas storage levy, whereby exports from Germany are also included in the levy.

A brief look at the supply situation
The current supply situation and the outlook for the coming winter appear reassuring in view of the high storage levels. With a filling level of more than 84 TWh, the safety cushion for winter 24/25 is considerable.

Joint scenarios for the TYNDP 2024
For the first time, the European Network of Transmission System Operators for Gas and Electricity (ENTSO-G and ENTSO-E) have jointly prepared scenarios as the basis for the current 10-year network development plans (TYNDP). Based on the previous scenario reports, electricity and gas planning experts from across Europe have worked together to make the report more ambitious, comprehensive and transparent than previous editions.

Balancing report 2022/23
Together with the balancing agents AGCS and A&B, AGGM is preparing the balancing report for the gas year 2022/23 in accordance with the applicable ordinance regarding the Austrian gas market model (Gas Market Model Ordinance 2020) on the AGGM website.

Publication of the SLP Forecast Quality Report
The current SLP Forecast Quality Report for the gas year 2021/2022 is now available on our website.
 
This report is based on historical consumption data and relevant factors such as weather data. The goal is to improve the planning and management of energy supply and to enable more accurate forecasts for non-daily metered exit points.

Annual auction on 1 July on PRISMA
The annual capacity auctions, in which gas network operators offer annual contracts for transport capacities for the gas years from 1 October 2024, took place again on the "PRISMA platform" on 1 July 2024. These auctions enable market participants to acquire long-term capacity for gas transport in order to ensure security of supply and promote efficient use of the network. The annual auctions are a key mechanism for coordinating the cross-border flow of gas in Europe and ensuring a stable and reliable energy supply.

On 11 June 2024, Bernhard Painz was a guest on the Ö1 radio programme "Dimensions" on the topic: "Hydrogen: Hot iron for industry".

The history of hydrogen as an energy source and process gas is chequered: once highly praised, then rejected again. This applies to both mobility and production. The hydrogen economy has long been discussed as an emission-free alternative to fossil fuels, but what is the current status of its realisation? Although numerous start-ups and pilot projects have been completed, a widespread switch to hydrogen is still a long way off. Production and transport remain controversial and the costs are still high. An explosive topic for the industry in many respects.
