Update on gas storage levy



There is movement in the German gas storage levy! The Trading Hub Europe (THE), which is responsible for the German gas market, has once again increased the levy to €2.99/MWh from 1 January 2025. However, the reason given for the increase is that export volumes were no longer taken into account when calculating the contribution. On the one hand, this is good news. On the other hand, the addition remains that this fee is only being suspended pending the implementation of the amendment to the Energy Industry Act (EnWG) on 1 January 2025. This will give the German government until then to enshrine this matter in law in the EnWG. If this is not the case, the higher surcharge will be levied retroactively.

A bold gamble by THE, which is likely to work out after all. The amendment to the law necessary for the abolition of the gas storage levy for exports from Germany from 1 January 2025 was added to the agenda of the German Bundestag at short notice. The chance that clarity will be created before the end of the year has therefore increased significantly.

Despite the announced abolition, the fact that many millions have flowed into Germany in recent months in violation of EU law since the levy was introduced and that the gas storage levy has acted as an effective barrier to trade has unfortunately not changed. Imports from Germany fell significantly again in 2024, totalling 75 TWh in 2022, 30 TWh in 2023 and only 4.5 TWh in 2024, i.e. only 6% compared to 2022.
